The Payoneer Deadlock: "Under Review"
Payoneer is the preferred payout rail for millions of international digital freelancers, affiliate marketers, and cross-border Amazon/Walmart merchants. Through its Global Payment Service (GPS), Payoneer provisions virtual receiving bank accounts in the US, UK, EU, Japan, and Canada.
However, when a significant payment arrives from a new corporate client or marketplace, the funds frequently stall with an ominous status: "Under Review".
Shortly thereafter, an alert appears in your Verification Center:
- "Provide a copy of your government-issued photo ID."
- "Fill out the Global Payment Service Questionnaire."
- "Provide a link to your online store or professional portfolio."
- "Submit business bank statements or contracts."
Submitting unclear screenshots or mismatched documents often results in weeks of administrative silence, during which incoming wires bounce back to the sender or remain frozen.
Decoding the Global Payment Service (GPS) Questionnaire
Payoneer’s receiving accounts are intended strictly for commercial business receipts, NOT personal transfers or third-party money remittances.
How to Answer the 4 Core GPS Questions:
- What is the nature of your business / services?
- Provide a precise, professional description (e.g., "Full-stack Web Development, Mobile Application Engineering & Cloud Infrastructure Consulting"). Avoid vague terms like "Online business" or "Trading".
- What is your official website or professional portfolio link?
- Provide a live, functioning website featuring your legal name/company name, portfolio of completed work, and business contact information. A broken link or unfinished WordPress template triggers immediate rejection.
- What is your relationship to the paying counterparty?
- Explicitly detail whether the payer is a direct corporate client, a freelance marketplace (Upwork/Fiverr), or an affiliate platform (ClickBank/CJ Affiliate).
- Corroborating Documentation:
- Attach a fully executed contract (Master Services Agreement), itemized invoice matching the exact dollar amount of the transfer, and proof of work completed.
Overcoming Repeated Document Rejections
If Payoneer’s automated optical character recognition (OCR) system repeatedly rejects your National ID or Proof of Address:
- Scan at 600 DPI in Color: Do not use smartphone photos taken under poor lighting or showing cropped document corners.
- Ensure Complete Name Matching: If your Payoneer profile uses a middle name, your submitted identification must include the identical middle name.
- Proof of Address (PoA) Freshness: Submissions must be official PDF utility bills or bank statements issued within the preceding 90 calendar days.
